New Nicollet Phase I RFP Response Survey

Survey Closes at 4:00 p.m. on Thursday, March 5, 2026

The City of Minneapolis plans to redevelop 10 acres at Nicollet Avenue and Lake Street, where the old Kmart used to be. This project will happen in phases. Phase 1 will focus on the southeast part of the site.

In January 2026, we received two proposals for this first phase. These proposals line up with the vision created during three years of planning and over 20,000 conversations with the community. Both proposals include affordable housing, retail spaces, community services, and indoor space for park programs. Each proposal offers a unique vision for the area.

We want your feedback! City staff will consider your feedback when we choose the proposal to recommend to the City Council and mayor. The City Council and Mayor will make the final decision. Staff will make the recommendation in late March or early April. This timing is important so the project can apply for affordable housing funds this year.

People have been waiting for a better future for this site for many years. Big projects take time to go from an idea to a finished building. We know this is a hard time for our city. This community needs investment now more than ever, so we are moving forward to create a project that meets the community’s goals.
